A Fundação Nacional dos Povos Indígenas (Funai) tem promovido uma série de diálogos com as comunidades da Terra Indígena Araribóia, no Maranhão, sobre o processo de desintrusão do território, iniciado em 10 de fevereiro. Com a operação de retirada dos invasores, o Governo Federal atende a uma determinação do Supremo Tribunal Federal (STF), bem como a uma medida cautelar da Comissão Interamericana de Direitos Humanos (CIDH).

Segundo a coordenadora regional da Funai no Maranhão, Edilena Krikati, o papel da instituição nas ações de desintrusão envolve diálogo contínuo e aproximado com os povos do território. "Estamos dialogando diretamente com as comunidades, as lideranças e as organizações representativas da Terra Indígena Araribóia. Sabemos que existe uma complexidade das realidades existentes dentro do território", apontou.

Edilena explicou ainda que o diálogo se estende aos órgãos que integram a operação. "É um processo cuidadoso e participativo tanto com os povos indígenas quanto com as instituições que participam da operação. Neste processo, a Funai tem papel fundamental no diálogo e mediação, respeitando a Convenção 169 da OIT", frisou.

A Convenção 169 da Organização Internacional do Trabalho (OIT) trata sobre a obrigação dos governos em reconhecer e proteger os direitos, valores e práticas próprias dos povos indígenas e determina, em seu artigo 6o, a aplicação da consulta livre, prévia e informada a esses povos, no caso de qualquer medida que possa afetar suas vidas ou territórios.

A TI Araribóia tem cerca de 413 mil hectares distribuídos entre os municípios de Amarante, Bom Jesus das Selvas, Arame, Buriticupu, Santa Luzia e Grajaú. A homologação do território foi concedida aos povos Awá e Guajajara em 1990. A população está distribuída em 150 aldeias e passa de 10,3 mil indígenas.

Etapas da operação

Na última sexta-feira (14), a ministra dos Povos Indígenas, Sonia Guajajara, esteve em Imperatriz (MA) para reforçar o início da operação de desintrusão da Terra Indígena Araribóia, em conjunto com os representantes de outros órgãos do governo. O território é o sétimo a receber esse tipo de operação desde o início da gestão do presidente Luiz Inácio Lula da Silva.

Em coletiva de imprensa, a ministra esclareceu as etapas do processo de desintrusão e os esforços do Governo Federal para efetivação dos direitos indígenas. "Proteger os territórios e garantir a segurança dos povos indígenas dentro deles é uma obrigação do Governo Federal, é uma obrigação do Estado brasileiro. E nós estamos fazendo cumprir essa obrigação legal, com a retirada de todos os invasores que ameaçam a integridade física dos povos indígenas e que ameaçam também a integridade e a segurança ambiental nesta região", enfatizou a ministra.

Durante a coletiva, o coordenador da operação e representante da Casa Civil, Nilton Tubino, apresentou as particularidades da ação nesta primeira etapa. "O nosso trabalho, nesse momento, será na realização dos levantamentos, dos diálogos e sensibilização com as comunidades, identificando aqueles que estão irregularmente dentro do território, em paralelo com as análises e investigações que já possuímos", explicou.

Tubino reforçou que toda a atuação das forças de segurança é feita em conjunto com o Ministério dos Povos Indígenas (MPI) e a Funai, para assegurar o cuidado com as realidades e contextos locais. "Quaisquer situações delicadas referentes às relações internas do território serão observadas. As estratégias serão construídas, também, a partir das reuniões regionais que serão feitas dentro da TI. Essas reuniões nos darão os indicativos para nossa atuação", completou.

A primeira fase da operação de desintrusão prevê o encontro com associações e lideranças das 11 etnoregiões da TI Araribóia, respeitando a autonomia indígena e organização social do território. Durante os encontros, serão identificadas junto aos povos as abordagens prioritárias, com protagonismo e participação das comunidades do território na operação. As ações exigem um cuidado especial em função da presença de povos Awá isolados.

"O Governo Federal, o Ministério dos Povos Indígenas e a Funai têm um olhar especial para esses territórios onde há presença de povos isolados, uma vez que eles já são conhecidos e confirmados como os povos mais vulneráveis do mundo, os que mais sofrem pressão pelas ameaças do desmatamento, das queimadas e de todos os tipos de ilícitos presentes no território. Com essa desintrusão, a gente traz segurança para o povo Guajajara e para o povo Awá Guajá, como também tira esse povo desse contexto de constante ameaça. Todas as demais políticas públicas estão sendo envolvidas nesse processo", disse a ministra.

Coordenada pela Casa Civil, a operação de desintrusão envolve 20 órgãos federais, entre eles a Funai, o MPI, a Casa Civil e a Polícia Federal. Clique aqui para saiber mais.
